"Sites to avoid" database

Does anybody know where to find a list of sites to avoid due to malicious activities like placing dialers and (java script) exploits?

I know there is a site that offers a sort of a IE plug-in so a database can add these sites automatically in IE its restricted sites area, but I can't find this particular site anymore.

IE 6.0 has this feature integrated.
Try downloading it through windows update.
