I don't know how to deactivate a proxy from a IE 5.x (is it really possible?), but for icq to operate behind a proxy you need to configure icq itself within the icq network settings.
If you don't know the proxy-settings then ask you system/network admin.

If its win2000, you need to have the ability to login as administrator to change that..but i think it will not help on icq program.

Heya Dutchy :)
Try to use an older version of ICQ 2001b I belief that one bites it's way thru it all.
Lemme know if ya need it thru Nemesis or Snuf and I will sent it to ya.
