try to un-install all memory residence software such as firewall, screen saver, anti-virus bla bla bla..
um.. b4 buying another board, try to reformat / re-install fresh window make sure it is not software cause otherwise gettin a new board will have the same problem if software is damaged. software meaning windows OS, micky mouse software installed...
if u do end up to get a new motherboard, stick with intel chipset type motherboard not VIA or MIT or whatever cause u might have AGP video slot compatiblity problems....
good luck =)

Before buying a new motherboard, I'd take apart your computer, as in taking everything off the motherboard [cpu, ram, video, everything]. Then, take the motherboard out of the case, and put everything back together on the bench. Test to see how everything works. Do make sure that you don't kill your equipment with static electricity tho. Make sure that you're always electronically/electrostatically grounded.
If everything works fine, try unplugging it all and putting it back. If the screws that hold your motherboard onto your case don't have lil red washers, get some, cause that'll most likely be what's shorting out. If everything works fine, then good... your computer just decided to have a cry.
If this still doesn't help, as in the computer doesn't work on the bench, try replacing components with other people's stuff. Video, Ram, Cpu... anything but motherboard and hard drive. If you're worried about killing someone else's gear, don't do this... But this step will tell you which is broken and which is working. Have you tried just replacing the mouse and keyboard?
Anywayz, it's 3am here, and i'm all outta ideas. I hope this helps. Good luck with it.
